Springfield, IL – In a move to protect motorcyclist rights, the State Representative Jennifer Sanalitro (R-Hanover Park) sponsored and passed HB5435 through the House Transportation Regulations, Roads and Bridges Committee which would put an end to local governments’ use of noise monitoring systems that unfairly target motorcyclists on the road.
“This bill is a significant step toward ensuring fairness and accuracy in terms of how traffic noise is monitored,” said the Rep. Sanalitro. “Motorcyclists should not be unfairly singled out and ticketed due to the limitations of current technology.”
Filed in response to concerns from ABATE of Illinois and the motorcycling community, HB5435 was brought forward after evidence suggested that noise detection systems were disproportionately penalizing motorcyclists. These systems have proven unable to discern the exact source of noise and often wrongly attribute loud exhaust sounds to motorcycles, even when nearby cars or trucks were the true culprits.
HB5435’s passage through the Transportation Regulations, Roads & Bridges Committee on April 2nd, with a vote of 14 to 1 is a victory for motorcyclists and underscores Rep. Sanalitro’s commitment to fair road use policies for all of Illinois drivers and riders.
Further discussions with the City of Chicago are planned to ensure the fair treatment of all road users and to explore constructive uses for noise monitoring technology that benefits the community as a whole.
